Description
This is a sharing knowledge course on wildfires behaviour at European level. How can the fire behaviour analysis capability be used at incident management team level in the planning process?
Secondarily, at ground fighting level, inject some fire behaviour knowledge, in order to tackle fire efficiently and safely at team’s level.
In the scenario of a wildfire, after the initial attack being made by first responders, planning with a strong analytical base is crucial for the incident command team to make relevant decisions regarding actions to be taken for the coming critical phase of such an event. The capacity to reinforce decisions by proper planning has an even greater impact in case of severe wildfires, with the idea of avoiding them becoming extreme wildfire events.
There is a need for increasing awareness and capacity building in this area, which will be provided through the provision of training of incident commanders and especially “fire analysts”, who support incident management teams in the role of building tactical and strategic manoeuvres to be proposed to the incident commander during large wildfires.
Training aims
The overall objectives of this pilot training are to introduce and adapt the “fire behavioral knowledge” to the Scandinavian region, through a first workshop in this region, giving a holistic approach on the several techniques and methods used in the world, added by case-oriented tasks.
Individually, and after the workshop/training, the aim is to provide to the trainees’ ability to:
implement fire behaviour knowledge into the planning function of ICP (incident command post), in order to foresee next hours/days of fire development
propose to his/her section chief some manoeuvres to tackle the blaze accordingly
inject this knowledge towards wildfire team leaders, in order to manage team’s resources efficiently and safely.
Applicant’s profile
Officer at least at the rank of major. Obviously, some acquaintance on wildfires is expected. Experience in commanding fire and rescue operations and/or in managing incident command post functions is requested; optimally, practitioner knowledgeable on planning function management in an incident management team.
Knowledge on rural and forestry environments would be a plus
Applicants certified by Union Civil Protection Mechanism: Introduction Course (CMI, OPM, SMC, ODC or ODC ADV), would also be an additional value.
English fluent (minimum B2)
Description
The objective of the training is to foster knowledge-exchange among practitioners and enhance awareness of coordinating large wildfire incidents in international contexts. The focus is on increasing the knowledge of incident command post officers, particularly on wildfires behaviour, in order to be adapted to extreme wildfires events, if they occur.
